CAP’s official mission is to promote downtown by increasing safety and perception of safety. We do that by providing CAP Services--patrol and security escorts. The availability of stranded motorist assistance creates a comfort factor--help is free and only a few minutes away.
Many other factors contribute to safety and the “feeling” of an area. Negative influences create the perception that people don’t care and aren’t watching. Graffiti, broken windows, and trash can lead to social disorder and crime. Clean streets and sidewalks, landscaping, and meaningful public art such as the 9-11 Memorial Walk , the Birmingham Pledge Mural, and the Hanging Basket projects, as well as litter initiatives like Can Your Butt are positive influences that send the opposite message--people do care; they are proud of their environment and they are watching out for it and for each other.
