Where we Are:
In response to numerous requests, the CAP Board of Directors has authorized CAP to examine the feasibility of expanding its service area to include the loft district east of 22nd St (green area in map above). A committee of residential and business owners have determined the most cost/effective service plan for the Loft District--dedicated patrol from 4 PM to midnight Tues-Saturday and response to requests for services during all the other hours of CAP operation (7AM-midnight Mon-Sat). The cost for this service will be 1.2 mils (.0012 of the property value for each property owner). The CAP Board has agreed to this fixed rate for three years, at the end of which the Board will hold a public hearing to determine if the majority of owners want the program to continue.
What Needs to Be Done:
In order to move forward, we must fulfill the statutory obligation of documenting the support of enough property owners to represent 2/3 of the property value of the entire area.
INSTRUCTIONS FOR COMPLETING
PROPERTY OWNER SUPPORT FORM
Only property owners
should sign these forms.Use the form
appropriate for each property you own.
Sole owners--sign the INDIVIDUAL form(s) for each
property.
Multiple owners-- (both or all owners) sign the MULTIPLE
OWNER form.
Legal entities (corporations, partnerships, LLC's, etc.)--one of the principles signs the ENTITY
form.
If you don't know your property parcel ID number, please
check the spreadsheet (.pdf file) which is sorted by address number. If you own multiple properties, each property must have a parcel ID #.
Below (icons) are:
--Blank forms (Word docs) of the three types to use (depending on whether your property is individually owned, owned by multiple people, or owned by an entity. You must fill in the address, name and Parcel ID for your property(ies).
--A spreadsheet (Excel file) organized by address which lists the parcel ID numbers for each property. You can use this to find your Parcel ID number.
--A link to files (Word docs) that contain all the forms (w/ ownership information and parcel ID numbers already typed in) grouped by loft building.

BIDs have been established in cities across the country for various purposes. The current BID in downtown was created to spur and support development by addressing safety and perception of safety.Our purpose is to help an area grow, to attract more residents, more restaurants and retail, to build on the community and quality of life that has been established.
Over the years people in the Loft Distict (see map within PowerPoint below) have asked that their area be included in the CAP district. To receive services from CAP, a property needs to be in the BID (Business Improvement District) which means the property owner will be obligated by law to pay for the services through a special assessment on their property's value. This type of structure ensures that everyone who receives a benefit participates.
A volunteer committe was established to determine the most affordable and effective scenario for the Loft Distric Area to receive services. The members represented both the lofts and the business interests fo the area. Over a period of weeks and several discussions, the group determined to support an option calling for a combination of dedicated patrol and response to services.
