Over the years people have asked that their area be included in the CAP district. To receive services from CAP, a property needs to be in the BID (Business Improvement District) which means the property owner will be obligated by law to pay for the services through a special assessment on their property's value.
Below is a Power Point presentation for a proposed inclusion of downtown's Loft District on the north side of downtown. A map of the area is included in the presentation. The scenarios are estimates for the purpose of discussion. In order to determine the cost of the program, we must first decide on what kind of coverage hours work for the area and for the CAP organization.
BIDs have been established in cities across the country for over a decade for various purposes. The current BID in downtown was created to spur and support development by addressing safety and perception of safety.Our purpose is to help an area grow, to attract more residents, more restaurants and retail, to build on the community and quality of life that has been established. To do that in a way that is affordable and effective, a compromise may be necessary.
Our next step will be to bring volunteer committee members together (hopefully a workable size group) who represent both business and residential interests to hash out a coverage plan. Then we will present that to the CAP Board of Directors and to the City Council for approval.
