Who Pays for CAP?

CAP is an independent non-profit 501(c)4 organization that is funded through a special assessment to the property owners in the district.
In accordance with Sections 11-54B-1 et seq. of the Code of Alabama of 1975 (as amended by H-875 7/7/07), and City of Birmingham Ordinance Number 95-10, property that is owned within the Birmingham Business Improvement District is subject to a special assessment to fund the extra services provided by CAP.  The annual assessment is equal to 1/1000 of the fair market value of the property, as determined by the Jefferson County Board of Equalization.  This percentage has not been increased since inception of the program in 1995.  Failure to pay the special assessment may result in the imposition of a lien against the subject property.

The assessment invoice is due in advance.  It is sent out annually in October and is due by December 1st prior to the year of the assessment.   A reminder will be sent to our email notification list.
