Hurricane Update September 2008

Cousin's Properties Comes Through Again!
Judy Underhill with Cousin's Properties is pictured here loading up the van with Pet Food.  Cousin's Properties always comes through for us when we ask for folks to donate for a campaign.  This food will go to the Humane Society of Hancock Co. to hold them over till Free Haul can get a shipment in to them. I can't tell you how much this means to the shelter which is now totally out of funds.  For more info, see last month's update.

We are sending 3 sets of BIG camp first aid boxes to the Bayou areas in southern LA.  We are also sending the rest of our made up first aid kits (48) into the area.   Thank you Lion's Club International who paid for this shipping!

We are focusing on this area as it has been hit hard with lots of flooding and wind damage, but is being overlooked by the main stream media.  See below the assessment from the Citizen’s Action Team Relief Database.

Direct Relief International is sending more supplies for first aid kits.  If you would like to help make more kits, please contact Laura at capbham@aol.com.

We sent a pallet of baby formula to the Bayous of LA .  Thank you so much Liberty Park Baptist Church for funding that shipment!

WE NEED

We are still collecting large animal cages to be used to evacuate Humane Soc. of Hancock Co.  We prefer cages big enough for a cat and a litter box. :-)  Just bring them to our office 1704 5th Ave. N.  Thanks.

CAT ASSESSEMENT: TERREBONNE PARISH/BAYOU COMMUNITIES

This assessment is based on communications with multiple non-profit organizations, community based contacts, residents and volunteers, community outreach organizations in the Bayou Communities that have been ongoing since Gustav landfall.

CONTACTS:

• American Legion: Eugene Naquin - (985) 594-4251 (office)
• Bayou Grace: Natalie Bergeron, Family Advocate/Wellness Coord.:  985-217-7389 or 985-860-4377 - Emails: bayougrace@yahoo.com or info@bayougrace.org
• Chauvin/Montegut Fire Dept: T. Spencer Rhodes, Fire Chief - 985-594-9818
• Laura Crochet (resident initiating LTRC): 985-804-3583 (cell) Email - lbcconsultant202@bellsouth.net
• Four Directions Solidarity Network: Naomi Archer - l828-230-1404 or fourdirections@riseup.net
• Hope Force, Intl.: Jack Minton, Pres./CEO - 615-305-1313 mintonj@hopeforce,org or Craig Snow, Team Leader:
• Dr.Brian Matherne: 985-868-7882 (Currently taken to task of securing the medical needs of the bayou communities)
Terrebonne Parish Communities Assessed:

• Chauvin (As of the census of 2000, there were 3,229 people, 1,090 households, and 886 families residing in the CDP).
• Dulac (As of the census of 2000, there were 2,458 people, 768 households, and 609 families residing in the CDP).
• Grand Caillou (no census info)
• Montegut (As of the census of 2000, there were 1,803 people, 592 households, and 461 families residing in the CDP).
• Pointe Aux Chene (no census info)
These 5 Bayou Communities combined have approximately 14,000 residents. There is a high percentage of elderly folks and low-income families. Most have exhausted their financial capabilities with evacuation costs and lost all perishable foods they had.

The most impacted locations with complete rebuilds necessary are Island Road & Oak Pointe.

First Response Status:

• No mobile FEMA units present. Bayou residents have to drive over 30 minutes to Houma to the DRC where they have the one-stop Disaster Recovery Center (many residents don't have the money for gas or a car to drive or they are elderly and cannot drive). Gas has been running out also presenting a transport challenge
• FEMA severely underestimated the number of Tarps needed
• None of my contacts know of any Americorp presence
• None of my contacts have sited Salvation Army Canteens
• None of my contacts have sited Red Cross Mobile Feeding Units to distribute hot meals except for periodic presence at various locations & for lunch/dinner next to the Chauvin Fire Station & at the Montegut Fire Station
• National Guard distribution sites are not well supplied and relief runs out quickly. They will only give a certain amount of relief for each person in the car (it's a drive through distribution), so if you have a family of 5, and you are the only person in the car, you only get enough relief for 1 person
• Without running water, many residents are resorting to using Bayou water to clean up their homes, clothing and bodies. This is not safe.

Medical Concerns:

• Charity Hospital will be closed for 2-3 mos. so the populace no longer has medical care that is accessible to them within their financial means
• Bus Ride Service is still closed down
• Most of the Parish is still without power & doesn't expect to be back in service in many area's for another 1-3 weeks
• Sewage issues means the Parish is on a boil water order. Clean water for distribution at times is very hard to come by.
• Mobile Medical units and/or a temporary Medical Clinic is urgently needed to serve urgent care medical needs, as well as the high population with heart, diabetes and high blood pressure conditions (they need their ongoing checkups and the ability to renew prescriptions)
Supply/Volunteer Needs:

• Bayou Grace: http://www.citizencommandcenter.org/shelters/show/3690
• Four Directions Solidarity Network: http://www.citizencommandcenter.org/shelters/show/822
• Hope Force, Intl.: http://www.citizencommandcenter.org/shelters/show/3686
• http://www.citizencommandcenter.org/shelters/show/3689
• TRAC (LTRC): http://www.citizencommandcenter.org/shelters/show/3676
Urgent Supply Needs:

Cleaning Supplies (Cleaning Buckets/Bleach/Disinfectant)
Mops/Brooms/Shovels/Pressure Sprayers/Bleach Sprayers
Water (drinking/bottles & gallons for bathing)
Non-Perishable Food (Canned)
Baby Supplies (diapers/wipes/formula/baby food)
Roofing Materials (Shingles, Roof Nails, Tar Paper, 2x4 lumber)
Blue Roof Tarps
Diabetic Testing Supplies

Please do not hesitate to contact Leslie Teltoe, CAT volunteer who is manning the Help Desk for the Relief Database (see contact info at the top of this page) with any questions or information needed to serve these folks.

NOTE: This is an ongoing, fluid assessment and as more intelligence of the unmet needs of this underserved community come in, this document will be updated

Updated Later after Ike

• 8 foot of water in Cocodrie (10 foot tidal surge) Water on Woodlawn Ranch Rd. - the line that separates the intra coastal - not completely flooded but splotchy
• Starting to flood on the north side which has never happened Petrie Point is a new community built on because it had never flooded
• It's flooding Houma is flooding for the first time (East Side) The parking lot of the unaffiliated shelter
• E. Park Rec. Ctr. has water in the parking lot Dulac
• Water in elem. school - waist deep waters Little Caillou
• Multiple pumps went down
• Multiple levee breeches There is more water than Katrina/Rita ever put out
• Dularge - Bad flooding - escorts only allowed in
• An aerial view by plane is in the works
• At least 20+ miles of land in Chauvin is completely inundated with water - slopes to the gulf, the further you go, the deeper it gets
• Grand Isle - Gov. of LA told them if you need to break into the state bldg. and save yourself go ahead - you are tax payers (the road washed out and could not get out - still 160 people there)
• Water starts really bad at the graveyard in Little Caillou - They are trying to protect this sacred ground to prevent the obvious - efforts aren't going great
• When Houma floods, their pumps pump into the 5 bayou communities (depending on where it is) - Which in turn is going to bring on a LOT more water
